The Health Center Solutions team is comprised of Rebecca Johnson and staff. Depending on the project, Rebecca may engage financial and clinical  consultants for their specific expertise.

Rebecca Johnson


Rebecca Johnson is a Health Care and Management Consultant with 20 years’ experience in the nonprofit sector. Rebecca worked for 15 years in public health clinics, including eight years with a Washington health center as its Ryan White Program Manager, Operations Director, Development Director, and Interim CEO before going into health center consulting. She specializes in community health center (FQHC) and look-alike program development and program compliance, grant writing, board governance, strategic planning, and Ryan White HIV/AIDS program management.

Rebecca has a Master’s degree in nonprofit leadership from Seattle University, a graduate certificate in public health from the University of Washington, and a Bachelor of Arts in humanities from Washington State University. A resident of Bellingham, Washington, Rebecca is an active participant in the nonprofit sector and currently serves on the advisory board of the Western Washington University Human Services Program and as co-president of the Bellingham/Whatcom League of Women Voters.

Cedric Johnson

Cedric Johnson joined HCS in 2022 with more than 15 years of experience working at a Washington State FQHC, including five years as the Quality Improvement Manager where he oversaw the development and implementation of the clinic’s QI/QA and risk management plans. He has experience preparing for operational site visits, quality measure reporting (including Uniform Data System and managed care metrics), leading quality improvement initiatives within medical, dental, and behavioral health programs, grant writing and needs assessments. Cedric holds a Bachelor of Science in Cell Biology from Western Washington University.

Cathy McDonald

Cathy McDonald joined HCS in 2018  and provides administrative support including  proofreading, editing, EHB data entry, needs assessment research, and bylaw reviews. Cathy holds a BS in Education from Western Washington University.
