The Health Center Solutions team is Rebecca Johnson and colleagues whose work in and with health centers she trusts and respects. Depending on the project, Rebecca will engage these consultants for their specific expertise.
Rebecca Johnson
Rebecca Johnson, owner and president of Health Center Solutions, Inc., is a Health Care and Management Consultant with 20 years’ experience in the nonprofit sector. Rebecca worked for 15 years in public health clinics, including eight years with a Washington health center as its Ryan White Program Manager, Operations Director, Development Director, and Interim CEO before going into health center consulting. She specializes in community health center (FQHC) and look-alike program development and program compliance, grant writing, board governance, strategic planning, and Ryan White HIV/AIDS program management.
Rebecca has a Master’s degree in nonprofit leadership from Seattle University, a graduate certificate in public health from the University of Washington, and a Bachelor of Arts in humanities from Washington State University. A resident of Bellingham, Washington, Rebecca is an active participant in the nonprofit sector and currently serves on the advisory board of the Western Washington University Human Services Program and and as co-president of the Bellingham/Whatcom League of Women Voters.
Beryl Cochran
Beryl Cochran is a former federal Project Officer. She has worked for the Social Security Administration, the HHS Office for Civil Rights and the Health Center Program. She has been a health center board member and worked with health centers (grantees and Look-Alikes) and primary care associations in the areas of grants management, policy development, program monitoring/compliance, board and community development, transition management, policy analysis/technical assistance papers, and health center requirements training.
In addition to the commonly structured private non-profit health centers she has worked successfully with Tribes, public agencies, medical associations, hospitals and Community Action Agencies. Her first degree is a Bachelors in Physics her most recent a Juris Doctorate.

David Hughes
David has over 37 years of health care experience in private practice, hospitals, higher education, and community health centers, specializing in executive leadership, administration, finance, strategic planning, and operations. Since 1993, David has worked exclusively in community health, serving with four health centers in three states. With these four health centers, David has served as Executive Director for two, Chief Operating Officer for two, and Chief Financial Officer for three.
David has written three successful 330 NAP grants and many other federal, state, and private grants to support growth and expansion of community health center programs. He has planned and/or directed the addition of nine satellite clinics, in addition to growing the main sites for all four organizations. He has set up 340B pharmacy programs, moderately complex laboratories, school-based health centers, mobile access sites, and integrated academic programs with health centers.
Since 2009, David has served as an independent contractor providing support to more than one-third of the CHC’s in Wisconsin, serving as CFO of four of these at the same time, and several other health centers in other states. He has performed financial and operational assessments, participated in strategic planning, prepared budgets and cost reports, performed mock HRSA site visits, written many grants, and presented a variety of financial & operational management presentations to Primary Care Associations and others.
Mark Meye, CPA
Mark received a bachelor’s degree in Business Administration in Accounting from the University of Iowa. As a Certified Public Accountant with more than 20 years with experience, Mark brings unique business acumen to the table. Mark worked as an independent auditor and business consultant for two national accounting firms for six years, owned and operated a small business with 16 employees for five years, and served as the Controller and Chief Financial Officer for two closely-held private companies for ten years. As a health center consultant, Mark’s technical expertise coupled with his practical, “hands-on” experience enables him to quickly and effectively analyze financial operations, internal control weaknesses and staff qualifications, and make recommendations for operational enhancements and improvements to health center clients. He is currently employed as the CFO at a health center and offers financial consulting services and health center budget support through Health Care Solutions.
